New production from public and exclusive varieties released by the small grains breeding program at Virginia Tech generated cumulative discounted benefits of $41 million from 2000 to 2018. Fitted yields from field trials were combined with acreage estimates to generate weighted average yields based on adoption of new varieties. Benefits were estimated as the value of additional production from the release and adoption of improved varieties. Public varieties were responsible for most program benefits. The program was found to have a significant impact in Virginia and out-of-state, with much of these benefits due to public-private collaboration.

Data from 1,422 feeder cattle teleauction lots were used to assess the impacts on profitability of the Virginia quality assured (VQA) feeder cattle program. The analysis finds higher profits for VQA cattle due to their faster turnover and lower feed costs; however, certification does not have a significant effect on price received by producers. The analysis further suggests that the cost associated with production under VQA should be considered in addition to price effects studied in previous literature.

Public support for integrated pest management (IPM) is derived in part from concerns over food safety and the environment, yet few studies have assessed the economic value of health and environmental benefits of IPM. An approach is suggested for such an assessment and applied to the Virginia peanut IPM program. Effects of IPM on environmental risks posed by pesticides are assessed and society's willingness to pay to reduce those risks is estimated. The annual environmental benefits of the peanut IPM program are estimated at $844,000. The estimates of pesticide risks and willingness to pay can be applied elsewhere in economic assessments of IPM.

A procedure is described for evaluating poultry and egg research projects. A peer review questionnaire and benefit-cost analysis are utilized incorporating elasticities from an econometric model for poultry and eggs. Production, cost, and price changes are used to calculate changes in producer surplus and net economic surplus for a set of privately funded publicly conducted research projects.

This study analyses the effects of specific agricultural and exchange rate policies on tobacco production in the Dominican Republic. Direct protection resulting from output and input subsidies and taxes was positive on average from 1966 to 1988, but total protection was negative when exchange rate policies are considered. Tobacco policies were quite volatile and resulted in increasing production in the 1970s but decreasing production in the 1980s. Overall, tobacco production was 4.8 percent less than it would have been had there been no policy interventions. Several reasons are provided for the policies.

The majority of decisions concerning investment and allocation of public funds for agricultural research, extension, and teaching (RET) are made at the state-level, while most of the quantitative RET evaluations are made on a national basis. This paper illustrates an approach for conducting a disaggregated state-level evaluation of agricultural research, extension, and teaching. Ridge regression is employed to handle multicollinearity problems.

Colleges of veterinary medicine are often asked to provide evidence of the economic impacts of their activities. This paper presents methods for evaluating a veterinary college and applies them to the Virginia-Maryland Regional College of Veterinary Medicine. It assesses short-run impacts on income and employment using input-output analysis. Long-run benefits are estimated using a combination of economic surplus analysis, travel cost analysis and demand estimation, animal-owner willingness-to-pay based on a survey of practicing veterinarians, and earnings differentials.

The only pesticides a farmer may use on his crops are those that are registered for such use by the U.S. Environmental Protection Agency (EPA). Registration of a particular pesticide can be withdrawn or partially restricted if the EPA determines that the risk to society outweighs the benefits of continued unrestricted use.

Cost-effective extension strategies are needed to promote widespreadadoption of agricultural technologies in developing countries. Integratedpest management (IPM) practices, for example, can offer economic, health, and environmental benefits but remain largely underused. This studyevaluates the current IPM dissemination program implemented by theBangladesh Department of Agricultural Extension and uses a linearprogramming model to examine alternative strategies to improve IPM adoption. Results suggest that technology transfer programs may increase their impactby reallocating funding from intensive but costly interpersonalcommunication methods (i.e., farmer field schools) to less intensive methods(i.e., mass media and field days) that reach broader audiences.

Farm households in the Andean region of South America face serious livelihood challenges, including a poor natural resource base and declining agricultural yields. Conservation agriculture has been identified as a potential solution to environmental degradation and the associated poverty and food insecurity in the region. This study analyses the potential economic impact of conservation agriculture in two sub-watersheds in central Ecuador utilizing a linear programming model and data from experiments in farmer fields. The model found that specific cover crops, crop rotations and reduced tillage designed to reduce soil erosion and increase soil organic matter can lead to increased incomes for farm households in a time period of as short as two years. It appears that conservation agriculture practices have the potential to improve the livelihoods of the rural poor in Ecuador because conservation agriculture activities entered the revenue-maximizing model solution for both sub-watersheds.

Summary
Economic impact analyses of IPM programs measure the economic effects on producers and consumers that can be attributed to IPM programs and practices. Good impact assessments are tailored to the objectives of the programs they are evaluating. Because IPM program objectives and approaches can vary widely, there is no one-size-fits-all method for IPM impact assessment. Some IPM activities are narrowly focused, such as a new methodology for measuring pest density. Others are broad, such as a national training program in pest recognition. Small programs may have narrow impacts, while large programs may have repercussions great enough to change prices at the regional or even national level.
Despite the diversity of approaches and objectives, virtually all IPM programs aim to influence economic and health or environmental outcomes. Economic outcomes may be measured at the level of the individual management unit (e.g. a farm) or at the aggregate level of all producers and consumers in a given market. Environmental and health outcomes may be measured using indicative, average approaches or using site-specific data about environmental vulnerability. Decision makers often wish to explore the trade-offs between economic and environmental/health outcomes and methods exist for that purpose. This chapter offers an overview of economic impact analysis methods, including ways to incorporate environmental and health effects; in part this chapter also draws upon previous summaries of impact assessment methods by Norton & Mullen, 1994; Norton et al., 2001; Cuyno et al., 2005; and Norton et al., 2005.

Crop bioengineering provides unique and dramatic opportunities for international agricultural development. However, we consider the technology not as a ‘silver bullet’ or panacea for crop improvement in the developing world but as an increasingly important tool that can be used to complement conventional methods of crop improvement. The number of bioengineered crops ready for commercial release in developing countries is expected to expand considerably in the next few years. But the multi-national life sciences companies that are leading the research, development and commercialization of bioengineered crops focus primarily on major crops that have high commercial value and extensive international markets. These companies also hold proprietary gene technology for many other crops of extreme importance to subsistence and resource-poor farmers but do not pursue product development and commercialization because of low anticipated returns. Such crops have traditionally been overlooked and are sometimes referred to as ‘orphan crops’ because of the relative lack of research and development applied to them. We propose a strategy for the development and delivery of bioengineered crops, including orphan crops, for developing countries. Consulting local public and private sector stakeholders to determine their highest priority needs for agricultural products is the first step. This ensures local stakeholder buy-in and that we do not invest in technology that is unlikely to be adopted. Next, the feasibility of developing and delivering the product is assessed. If the result is positive, the work is organized into ‘product commercialization packages’ (PCPs) that integrate all elements of the research, development and commercialization processes. The main elements of each PCP include (i) technology development; (ii) policy-related issues such as intellectual property and licensing, as well as gaining regulatory approval by the relevant national authorities; (iii) providing public information to producers and consumers about the benefits, risks and correct management of these new products; and (iv) establishing, or verifying, the existence of marketing and distribution mechanisms to provide farmers access to planting material. Our strategy involves integration of needs-based capacity building, socio-economic impact studies and product stewardship into each PCP. Whenever appropriate, opportunities are sought to create public–private partnerships to help leverage public funds, help absorb development costs and provide a broader distribution channel. To illustrate how our strategy is being translated into action we include, as a case study, examples of work by the US Agency for International Development-funded, Cornell University-led Agricultural Biotechnology Support Project II on the research, development and delivery of bioengineered fruit and shoot-borer-resistant eggplant varieties (Solanum melanogena) for South and Southeast Asia.

This paper illustrates differences in estimated returns to public agricultural research investments for the U.S. and the Northeast when value-added (VA) as opposed to gross production (GP) functions are estimated. Commodity groups considered are dairy, poultry, other livestock, and cash grains. Sizable differences are evident in returns estimated with VA as opposed to GP functions, with the VA estimates generally being larger. Cash grains research yields the largest returns at the margin. Dairy research is more productive in the Northeast than the rest of the country.
